Computer Build won't Power On

Recently I have put together a computer for a friend, however, it won't power on. The motherboard has integrated power & reset switches which do not work either.

Through troubleshooting I've narrowed it down to that it must be a problem with either the motherboard or the power supply or a combination of the two. Here's the make and model of each & the newegg.com link to them:

The Sunbeam PSU would be my first suspect. You can NOT buy a quality PSU for $21.
ECS Mobo's are also pretty low quality. You could do a lot better for $80.

The computer build which I am working on & encountered this problem was never intended to be a top quality of but only meant to be used for web browsing & word processing. The budget I was given was quite low so I had to make ends meet wherever possible. Haha, though I can't argue with how cheap the psu is. Thanks & I'll look more into that.
