Rebooting Cycle.

Hello everyone , i'm haveing some issues with a friends computer turning on. There has been one recent hardware change. I installed a new video card and everything was working properly afterwards. A day or so later the computer was re-booted and now it will cycle over and over to the Boot selection screen. I have tried all the options , safemode, LKGC , restarting normally all of which causes a reboot back to that screen. It does however reach the gateway splash screen and does not fail to load untill after the initial beeps.

I have tested all the ram , and did a boot without the new video card. We still encounter the same errors.

I then tried to boot the computer without an internet connection in hopes that some sort of maleware was useing the connection to Toggle on and off. Once again a failed attempt.

Without any sort or error message aside from the (did not shut down properly screen) I am very limited to doing my own hands on reasearch to diagnose the problem.

Unfortunatly this is not my computer , since haveing been asked to assist I have hit a dead end. I could really use some professional advice from the tech support team and I really do appreciate any help offered.

i'm really sorry i cannot offer any specs , I simply cannot run Dxdiag or any other Hardware listing programs without being able to boot. (nevermind even attempting to ask a girl what her computers specs are )
