Use a digital multimeter, Stu has written an excellent sticky on the subject.
Test your power supply with a multi meter If your computer is functioning, you can look in your bios at a pchealth or hardware monitoring section and see what the actual voltages are for the +3.3, +5, and +12 volt rails. Also check your temperatures in the same place.
