#8 pin voltage
The #8 pin voltage is always zero. Can this only be caused a bad power supply?
#9 pin 4.94vdc #14 pin 4.02vdc then drops to zero when comp is switched on. Dell 9150 with flashing yellow light. |

Well, assuming that your testing by the procedure in the sticky, then what you're measuring is the power good signal sent from the psu. If it doesn't send enough of a signal, the computer will not start. Try another psu to make sure, but sounds like that's what's needed.
