Mistake not getting enough power at home to dvd burner

i am my witts end
i have a dvd burner made by sony a dw-q120a
yet its oem
so i had it tested
it works fine
took to microcenter
it powered up the first time without incident
they plugged it into a computer
movie in
and bingo there it was

for some reason when i have to turn burner off
and when i turn in back on
it will come on yes
but only to the point of allowing me to open and close tray

its as if its not getting enough power
i dont get it
i will work
actually nothing wrong with the drive itself
or the computer
its the power and not getting enought at apt

it it was the burner
it would not have worked at microcenter
i had the power adaptor voltage tested
it aced it

so why is it that is works
but not all the time
and when i have to shut it off
it will not come back on at 100%

for some reason at my apt
will not work 100%
however it will work 100% elsewhere

would a ups or power booster help

i am frustrated with the consistent inconsitency at my apt
