power supply broken?

I just got a new graphics card. Anyways, before I put it in, I turned on the computer ( side of the case was open). My computer wouldn't start. Did my power supply die? Can static kill it? btw I checked if the on switch was on/ computer was plugged in etc.

Post hardware specs, including power supply wattage and brand.

Will it start if you close up the case?
