EEK! Could I have a power supply problem?

I have a 4.5 year old custom built video editing system (build by a company that builds editing systems). For the last several months I have been having a series of “issues” (slowness, system won’t boot up in the AM, drives acting up, 1 USB port won’t work if something is plugged into the other – and other intermittent issues). I know it could be a lot of things, but I’m wondering if the power supply is failing on me? When I go into the BIOS and view the voltages this is what I get (when I first boot up).
The voltages in the BIOS seem low… these numbers change; I recorded the lowest I saw:
Lowest *** In BIOS Called
4.51 ***** +5
11.85 **** +12
-11.37 *** -12
4.12 ***** 5 VSB
1.42 ***** HW Monitor IN0 (CPU)
3.16 ***** HW Monitor IN1 (V Standby)
3.28 ***** HW Monitor IN2 (+3.3)

Are these numbers within limits or are they low enough to cause issues?
If they are an issue can they be brought up or do I need a new supply? I’m not planning on keeping the system a long time (maybe another 4 months) so if I could fix this without spending the cash, I would like to do that, but if a new supply is needed, it would be worth it – even if only 4 months.

  • Power Supply: Antec True 430
  • Antec AMG P160 Aluminum Tower
  • Mother board: Super P4SCT+II
  • BIOS: Phoenix Technologies, LTD 6.00 PG 02/20/2004
  • Windows XP Pro SP3
  • Intel 875P Chipset
  • Single P4: Pentium 4 3.2GHZ-800FSB - HT-512KB Cache
  • 2 GB memory (4x512)
  • Video: XFX GeForce 7600GT 256MB
  • Adaptec SCSI card 39320
  • NewTek VT card (video I/O hardware)
  • Audigy2 ZS Sound Card
  • (added) Addonics (ADS3GX4R5-E) 4-Port External SATA II PCI/PCI-X Raid 5 Controller Card
  • PIONEER DVD-RW DVR-107D
  • System Drive: ST3250620A [Hard drive] (250.06 GB) – upgraded from a 160 GB
  • Spare Drive: ST3750640AS [Hard drive] (750.15 GB) – upgraded from a 250 GB
  • (unplugged power from): Two 73GB U320 10K RPM SCSI hard drives

on volts, it's a +-5% vaiance. However, a 430 watt PSU on a 7 series card is a no-no, even as low level as they are.

For proper support: what are you running? graphics, cpu, m/board, ram, PSU brand wattage
PCI-E requires 26 amps at 12 volts. That's a 650W PSU.

Thanks for the info magnethead... Is the 7 series card the video card? If so, that has been in there from the start - but maybe by adding the bigger drives and the SATA card - along with the PSU's age could have pushed it over the edge???
Also, the +/- 5% is good info, so by +5 should be no lower than 4.75 - so my seeing 4.51 no bad too right?
Bottom line, you think I should replace the PSU right?

Thanks for the product suggestion dai... But what is "agp" in this case? I could only find "Accelerated Graphics Port"...
