Intermittent boot problems

I built a PC in 2006 which I gave to my ex when we split. I'm trying to diagnose it over the phone.

She's having intermittent problems with booting

It either works fine or nothing happens at all apart from initial fan spin which then stops. No beeps. No BIOS screen. Power LED comes on for less than a second the goes off.

It works usually when it's been switched off for at least 12hours. I told her to unplug it and press the power button to discharge it fully but this has no effect

At the last property she rented all the mains electrics were dodgy and the computer would run slowly and make a chugging sound. I think this has damaged something.

I'm guessing PSU needs changing as a first step but would welcome any advice
