Physical Memory Dump BSOD

I have had some extreme problems latley with my computer. It makes loud hissing sounds. It has gotten louder and louder by the day. For the first time ever I got an error message(BSOD) that said this(Go to the link)

Would a simple reformat help the issue or is it more serious? Would this relate to the sound I am hearing?

Specs:
Medion 8000 XL
Radeon 9550 AGP 8X Graphics Card
120 GB Ultra ATA Hard Drive by Seagate
1.5 GB of PNY Optima DDR SDRAM
Intel Pentium 4(Northwood) with 512KB L2 Cache and 533 MHZ FSB
250 Watt Power Supply

Hi GrandslammerBD,

It's more serious, that hissing sound is likely a component failing.
A 250 Watt psu is okay for pentium2 or early p3, but not suitable for p4.
I suggest you take it to a computer shop for inspection/repair.
