Desktop Computer Dead No Power Unknown Why!!!

Good Morning to everybody and thank you for taking your time on reading my thread I do appreciate it a lot I mean after all you are helping me...

OK so this desktop was completely rebuilt by towards the middle of last year due to the fact that the asus motherboard VGA slot loosened itself from the motherboard due to overheating and figured it was cheaper to just upgrade the whole computer...any way recently on Sunday morning of this week my parents called me and stated that it would not turn on period and that there was no power to the desktop, also the motherboard LED is not on so that leads me to believe me that there's no power from the power supply and for the fact that the fans don't even start up when I attempt to power up the system. The Specs and what I can tell you are listed below to just clarify and have something to go of to help diagnose the problem:

Desktop Specs:

80 gig EIDE Hard Drive With Windows XP Home Edition W/SP2
2 DVD-RW Burners
3/1 inch F loopy

Now mind you this in my old case because about a month or two ago I had to completely switch cases due to the fact that the old power supply had burnt out and possibly the front button on the old case, now when I switched it in to my new case it worked perfectly fine, any help or advice ASAP would be greatly appreciated and I will be keeping my eyes on responses on this thread because I do gotta fix it ASAP, I'm thinking about just having them get a whole new case with power supply built in maybe a 600w, IDK let me know, thank you and have a nice day.

For proper support: what are you running? graphics, cpu, m/board, ram, PSU brand wattage
PCI-E requires 26 amps at 12 volts. That's a 650W PSU.

Im gonna assume that your asking whether its a 20 or 24 pin. Its gonna be a 20 pin connector but I believe that there is also the 4 pin connector that connects right by the CPU on the motherboard. As far as the green and black on power supply IDK what your refering to. Also when I turn the black switch on the back of power supply from on to off and back to on I hear a kind of I wana say a jolt of electricity like it trys to start but it doesn't if thats of any help.

To be honest I think im leaning towards just having them purchase a new case with a power supply unit some where in the 600w range should do...let me what you think or what your suggestions are for fixing this problem or attempting to at least because to me it seems like the power supply is fried...
