No Videosignal and other problems

Yesterday i turned on my computer, and i didn't receive any video signal, when i looked at the front of my computer my fan wasn't giving any neonlight but it spins. Now today the fan isn't spinning at all. I can't see anything, and i don't hear any windows xp startup sound so that means it isn't booting at all. What i found out was that the powersupply fan isn't spinning neither. (The fan in the front of my computer is attached to direct cables of the powersupply) Could this be that my powersupply is slightly broke?

Thx in advance
