PSU is freezing my computer?

I have had an extensive forum here about why my computer is freezing. My specs are:
Intel Pentium 4 3.0 Ghz
Nvidia Geforce 5200 FX (AGP)
2x512mb DDR PC3200 Memory
Samsung SP1213C hard drive (total of about 112g)
General Xion 450 PSU
I also have a Linksys WMP54G wireless adapter in a PCI slot.

If I'm missing anything please tell me.

I tested my ram and hard drive for errors and they found nothing. The temperatures inside my computer are okay. I've ran multiple virus scans and deleted many unneeded/unwanted programs. The people on the forum I was on said that it pretty much meant that my PSU was not good enough.

Is this true?

General Xion 450 PSU = Very weak power supply even when it was new. I would see if you can find a friend who has a decent power supply to let you try in your rig.

Okay, and I thought I would post the voltages. It says on EVEREST Home Edition:

CPU Core: 1.50 V
+2.5V: 2.58 V
+3.3V: 3.23 V
+5V: 4.92 V
+12V: 11.52 V
+5V Standby: 4.65 V

Oh, and would you recommend a good PSU that would work in my system? I'd prefer the cheapest one that you can think of, but one that won't freeze my computer.

If the recommended ones are a little too much, cheaper alternatives will work but make sure it is at least 500W with at least 18A on the +12V rail.

Forget the xion that's what got you here in the first place.
If you have or want an 8800 or larger look for a at least a 650w corsair, Antec Trio or Neo models only, cooler master real power pro models only, seasonic, or pc power & cooling
If you have a 8600 or below a 550 will work fine.
Or look on Ebay for one of the models noted that someone swapped to put a bigger video card in.
