cannot power on

Windows XP Media Center Edition 2005 with service pack 2 Compaq Presario SR 2032X.hELP!!!

I cut pins off the motherboard that could have been shorting out the power supply.Am I right in assuming I have a bad motherboard or could it be just a bad power supply.The green light goes on in the back of the computer when the cable is plugged in.
