computer keeps shutting off, psu?,virus? motherboard?

ok so ive spent the last few days on google trying to find forums with people with similar symptoms, this site was the only one that ever got me productive information so i thought i would ask you experts.

so its xphome sp3
amdx2 2.0ghz
ecs c51gm-m motherboard (later found out how cheap it was)
250g sata hd
2gb ddr2 ram
ati 1650 pro

so im on the computer and it just shuts off, no blue screen just cuts the power, restart cuts the power again right away.
check the forums here, suspect power supply, sure enough it is under rated for my video card (even though the system has been stable with the card since december)
so i pull the card and reboot same thing. so i reboot and disable automatic restart on system error, it runs. remove ati drivers restart without disabling system restart, it runs, ok now i have a glorified web browser.
so since its running stable without the drivers i think maybe they where corrupted, so i put the card in, restart without disable. it runs.
install the drivers, the computer shuts down.
pull card, reboot, system shuts down, reboot with restart disabled, it runs, remove drivers.

i decide ok for now il just run it off of the onboard video so i go grab the drivers for that. Install drivers, it shuts down., restart with the disable, it still shuts down with no blue screen or anything. im like wtf? so i restart in safe mode, remove the nvidia video driver for the onboard.
restart (without disable) computer stays on fine, awesome, go to log on, it tells me i need to activate windows...what? its been activated for 2 years.

is this a virus working on video drivers? its always fine with no video drivers until now that it wants me to activate, wich i dont want to do on a computer i dont trust. or would it be safe to do so with my activation key and such?

inbetween all this in the story somewhere lol, i did check the cpu temp it was at like 25degrees and still shut down, checked the voltage of the power supply and the 12v was above 12 v

I did also take the battery out of the motherboard to reset the bios (read that in the forums) but after that i was still abled to log onto windows before.

i would just go buy another power supply but i just moved and im broke, and i swear i had a brand new one never used before, pretty sure it was sitting in a empty case and my gf threw all the old cases out, so it may still be boxed up or thrown out, i would like to wait and see before buying another one.

my ps had one 12v rail at 18amps on the tag
