What are rails

This is how it is going. I have a Radeon 9550 and I am not too pleased with it. In order to move to a Radeon X1550 or higher I need a new power supply. I require at least 350 Watts of power for my computer. Currently I have a 250 Watt Power Supply and it just wont cut it. I also know that I have an ATX Power Supply so just to stay on the safe side I will probably chooses another ATX Power Supply. The only thing I dont have full knowledge of is the rails and all that. Can someone explain to me what the rails and connection parts have to do and make sure I will understand.
