Desktop won't boot at all

Apparently my dad was using the computer and shut it down when he was done. However, the next time I went to start it up, there was a brief whir from the psu fan followed by nothing at all. Every time since when the power button is pushed nothing happens. I'm absolutely positive that nothing inside was tampered with because I'm the only one who would ever consider opening it. I do know that the problem is not the psu because the motherboard has power and a brand new psu does nothing. I'm thinking that the problem might be the power button itself, but this is also dubious since I cannot even hear the normal fan action when the computer is first plugged in.

The machine is a Dell Dimension 8300 but nothing has been upgraded and it has worked fine for the past 5 years.

For proper support: what are you running? video card, cpu, m/board, ram, power supply, brand, wattage, any error message?
PCI-E requires 26 amps at 12 volts. That's a 650W PSU.
Power Supply Info and Selection . Info on thermal compounds & application . TEST PSU USING MULTI-METER
