Press the power button... pc turns on then turns off 2 seconds later

Case: Tagan A+ Monolize ATX
CPU: Intel Core 2 Quad Q6600 2.40 GHz 8MB L2 Cache Total 1066 MHz FSB
Motherboard: EVGA NVIDIA 780i SLI
Video Card: EVGA 9800 GTX
Hard Drive: Western Digital Raptor X 150GB 10000 RPM 16MB Cache SATA
Memory: CORSAIR 4GB (2 x 2GB) 240-Pin DDR2 SDRAM DDR2 800 (PC2 6400)
Power Supply: Antec NeoPower 650W
Drive: Samsung OEM Super-WriteMaster Dual/Double Layer DVD±RW Burner
Monitor: Gateway 22" HDMI Widescreen LCD
Keyboard: Logitech G15

I recently built this computer with a friend. Ran great, no problems for about a month. Then 1 day I turned it on and it shut down 2 seconds later. Tried again and the same thing kept happening. So I unplugged the power supply cord, flipped the power switch on the back of the ps, waited about 30 seconds, plugged it back in and it booted up fine. However, this has become a recurring problem each time I go to boot the pc up for the first time of the day.

Also, When it does turn back on, I am prompted with a screen stating: "Warning! Now System is in Safe Mode. Please reset CPU or Memory Frequency in the CMOS setup"

If anyone could recommend a fix I would really appreciate it.

usually indicates a failing psu
when you switch it off at the back it resets the psu
what does the bios list the voltages and tempretures as

redo the paste on the cpu with some arctic silver
