SATA devices not powering up

I am having an issue with powering up my SATA hard disks and BluRay drive. I have not installed an OS yet. My PSU is a 1000W Thermaltake ToughPower. The other devices all work, including the LED backlight on the chassis. My thought is perhaps its a problem with the modular cables connection on the PSU. Only SATA connections are having issues.

if the tray does not open when the computer is powered on check the power cables are correctly plugged in
