EEK! computer doesn't power up

My mother's computer is a Systemax PC. It sounds like it powers on with alot more noise ,to me than normal. Then sometimes you try to power it on and don't hear anything. The monitor never comes on , the light where you turn it on just blinks.A few months back she had this problem and I finally got a tech on the phone and he told me to unplug the power supply from the back of the computer, wait awhile and plug it back in. Well this worked for about two months, but that doesn't work anymore and the computer doesn't seem to want to power on anymore.So I don't know if the fan might be coming on with noise sometimes and sometimes not coming on at all!!!!!!!!!!!!!!!PLEASE CAN SOMEBODY TELL ME WHAT THIS MIGHT BE. i AM ABOUT TI PULL WHAT LITTLE HAIR I HAVE OUT, TRYING TO GET TO THE BOTTOM OF THIS. mark

It does sound like the power supply. Please post more details about the system including the information on the side of the power supply. You will have to remove the cover to see the power supply details.

I will but can't until Monday. That was what I had planned to is go back over her house and open the PC to see what kind it is and what the wattage and so on it has, and the brand name of it. I may even go ahead and take it with me to get another one.
