Trouble Starting Computer

I recently built a computer and it had been working great for 2 weeks. Recently however my power strip kind of flickered on and off a few times for some reason and now when I try to start the computer it will light up for a second then stop. It will then wait like 5 seconds and light up again and stop. It continues this cycle until I turn the power off. Any idea what would cause this? It keeps trying to start but is unable to. Is it the power supply that would cause this?

try to reset the cmos
pop the battery out for 10 mins. or so after you unplug it.
adjust the values in the bios, save and exit.
hopefully it will boot.
