fans come on but o/s wont boot

when i turn my computer on the fans all come on and the cd rom drive opens but the computer wont boot up i have a blank screen ,monitor reads no signal ,and the comp doesnt beep but if i pull the ram out and power it up the comp beeps? would that be a power supply problem?

sounds like a weak psu.

What PSU do you have? And whats the computer specifications?
