Problem with turning the system on

this is my first time posting on these forums but i really need some help with my ps3.
it's a japanese system that i brought back to canada because from what i know it works with both voltage types, but the power doesn't turn on, even though i've checked the system's connected right.
does anyone know what might be going on?

Works on both voltage types? Do you now have it set in 115 volts?
