Mistake trouble starting up computer(new)

hello,
as far as I could tell for the past month sometimes when I would 'restart' my computer it would shut down, then the power button would glow blue as if it its starting back up but thats all that would load.. Id have to manually shut it down then it will start back up after 1 or 2 more trys.. and today I installed a new video card, and put in 1 gig of ram (2x512mb) and it started up and after I installed the drivers for the video card it asked me to restart, I clicked ok and it shut down and after my 20th try of turning my computer back on, doing everything possible its still only glowing blue as if its starting up.. but nothing, I even took out the video card and gig of ram that I placed in but nothing.

any advice? i got a emachines t6532 i installed a geforce 8600gt
it has a 300 wat power supply
