seasonic voltage issue

i just bought a seasonic s12 ss-550HT power supply and it is one of the best models you can get. it has pfc, very good efficiency and has 3 +12V rails. BUT, for some reason my +12V is only running at 11.51V(idle) and if i put in my video card, it runs at 11.46V(idle). Is there anything i can do to fix this?

System specs:
CPU: Core 2 Duo E6550 2.33GHz
RAM: Mushkin 2GB (2x1GB) 800MHz, Dual-channel
HDD: Maxtor 120GB 5400RPM
PSU: Seasonic S12 ss-550HT
Motherboard: Asus P5K-VM
Video Card: e-VGA GeForce 8600GTS (256MB)

software readers are only a guide you need to check with a multimeter
if it was that low you should be getting bsod
see what these give you

all right, i checked the voltages with these programs and here's what i got:

PC Wizard 2008:

VCPU:1.3V
+3.3V: 3.31V
+5V:4.97V
+12V: 11.46
CPU FAN: 843RPM

SensorsView:

VCORE: 1.30V
+3.3V: 3.31V
+12V: 11.50V

Speedfan:
Vcore: 1.30V
+12V: 11.46V
AVcc: 3.31V

I think this is a psu problem and some of the 12V rails might not be working, so i'm thinking of exchanging it for another one of the same model(ss-500HT)

if you rma it you will get the same one
if you exchange i would go up to 600-650w

are u sure? because i only have 1 hard drive 1 mid-range video card, 3 fans(2x80mm and 1 on cpu), a mid-range cpu, small square motherboard, nothing too power consuming. can a 550W psu not handle that?

i suggested it to allow for future upgrade rather than having to fork out again later
