Will This 400w Psu Power My Pc?

psu specs:
'Dc output max'+3.3V +5V +12V -5V -12V +5VSB
.......................14A, 28A, 18A, 0.5A, 0.8A, 2.0A

im also going to be installing a Nvidia 7300gt agp 8x into this pc
my system specs are in the sig.

1)so will this psu be enough?

2)can i also ask, if this psu is not enough for my card, can i insert the extra power connector into the card, will it then operate at full performance?

3)(last question)
If the psu is enough for the card, but i insert the connector into the card anyway, will my pc **** up or will the card ignore the extra powered offered (because it already has enough) and carry on trodding along as usual?

i hope someone can answer these qustions

any help greatly appreciated, thanks!
