my pc wont turn on orno matter what i do

please help me i built this computer around 2 yrs ago and its been runnin like a charm untill now, im runnin a KT-600 motherboard, athlon xp 2g cpu, 480w power supply, now it was runnin fine i shut it down to install more ram i have a vector 512 ddr 500 pc 4000 stick thats been in there since the begining, and a 512 ddr 400, i added a stick of 512 ( like ive done in the past) and i hooked everything back up to turn it on. when i pressed the power button the power light flicked on and back off real quick and it stays off then i here a high pitch sound coming from the power supply ive tryed every thing and it does the same thing when i put it back the way it was, i tryed reseting the cmos, ive tryed running one stick, ive tryed switching the power supply with an athlon compliant 300w psupply, and the high pitch stoped but it still does the same every time, the pwr lite flicks and it stays off PLEASE HELP ME

The orginal psu failed, indicated by the high pitch noise and light failure, hopefully it did not damage other components but it hard to tell without trying a known working psu in the 450w range. I doubt a 300 watter is good enough
