Does it sound like a PSU problem

My PC has just developed the annoying problem of not starting up.
I have a Hiper PSU, if I switch on the PSU and then the PC start button on the front of the cabinet then the PSU fan to the external world starts up and runs as normal, the PSU fan on the inside of the case does a kick and then stops and the CPU fan does a kick and then stops. The LED on the front of the case also does a flash and then goes out.
If I switch off the PSU then the sequence can be repeated. If I just press the PC start button without switching the PSU off and back on then nothing happens.
I am guessing that this is a PSU problem - or is it possible that I have a Mobo problem that is preventing the PSU starting properly?
Any help is, of course, appreciated

Mobo - Gigabyte DQ6
CPU - Intel dual core
Ram - 2Gb
DVD and Disc drives
No changes at all to configuration in the last 6 weeks

The PSU is a Hiper R series 580W, has operated just fine for the last 18 months.

CPU fan is secure. NO access to an alternative PSU to try - I'm trying to figure out whether that's what I need or whether the Mobo is the suspect!!

Thanks for the assistance. The problem does seem to be the PSU based on the smell now coming from the unit!!
I have arranged to RMA it.
