powering on pc

Hi, im new to the forums and I have a slight problem with my power supply. Ill start with a little background information. I bought all my computer parts from newegg.com and had some techy guys from my parent's work help me put it together. Basically I installed all the hardware but the techs pretty much did all the wire connecting because that was a little out of my league. The computer has been running fine for about 2 years until now. Anyways I have:
win xp pro sp2
asus k8v del mobo
amd 3200+ cpu
160GB hd
and I cannot remember what power supply i have... I can open it up and look if its important.

Ok my problem is this. When my pc is off I can press the start button and it turns on for about 1/4 of a second. Whats weird is I can tap the power button and it just flashes on/off really fast and sometimes if I can time it right it will turn on while I'm tapping it... not sure how the timing works its sort of random. Anyways the method I usually use to turn it on is I disconnect the power and turn of my power supply unit from the back until i hear a little *Chirp* noise which im assuming is the mobo turning off completely. Also I unplug my network cable, this is important because the pc wont turn on with the network cable plugged in. OK so now the pc is completely powered down and the network cable is out. I plug it back in, hit the power supply switch real fast, then start tapping the power on button and then the pc fires up. I have to do this every time to turn on the pc, its not affecting performance in anyway that i can see but its really annoying so does anyone know what the problem could be?
any help would be appreciated.

use the bench test procedure in my sig
even though its a 2 yr old build, something might have shifted

Follow Speeds advice, but if it's a Antec Truepower II, they are not very good units and could very well be the cause of your problems.

ok ill check it when i have some time today but i may wait till tommorrow because heroes is on tonight. If the problem is with the psu do you think its worth it to replace it or just live with the hassle to turn it on?

If it is the power supply, you should most definately replace it before it causes damage to your other hardware.
