Is this a PSU Problem??

I boot up the computer and all of a sudden it shuts off. Is this a windows issue or a PSU problem??

It doesn't even make it to windows. If its the processor fan, is the fan itself replaceable? I'll have to check when I get home.

Does the fan spin though? Even for a mili-second?

What are the system specs and PSU details? And yes the CPU Fan can be replaced, although its unlikley to be your fault.

I haven't seen the pc yet but my brother called me and told me now black screen has an some kind of system error message. I'm throwing PSU failure and am thinking it may be CPU overheating or windows issue and needs to be re-intsalled?

The CPU fan is working fine as well as the power supply fan. What else can it be? Can it be windows itself?

Not if it turns on and does not get into windows if you can go into bios do so and if it does not shut down sitting there for like a couple hours its the harddrive/windows if not then personally would replace the psu

As I boot up the pc the "HP" log screen comes up then sudden the screen goes black and "read disc error" pops up. I am thinking clean install of Windows is the easy solution...am I correct? Will I be able to take files off this particular hard drive by making it an external drive and connect to another pc via USB???

I really do not think that is problem about now to make sure unplug the hardrive and remove the cable from the motherboard, it should boot and say something along the lines of no bootable disk and if you can go through bios it may be your disc

Well when the HP logo screen comes up it has the F2 option for settings and F10 or F12 option for boot menu I believe then goes to the black screen. My friend to the pc with him so I can't check it right now but I did look at it earlier and that is what I discovered.

That error is indicating that your Hard drive has failed or the OS is corrupt and the system can't see the boot sector.

Go into Bios and make sure the hard drive is recognized and that it's set as the 1st boot device.

Next, findout the make of the drive and download and run the diagnostic utility from the makers website.

If the drive is good and it's simply a corrupt OS the you can connect the drive as a slave in another system and get all the important data from it before doing a system recovery or fresh install.

If bios does see the drive, then the drive is good and its simply a corrupt OS and I'll be able to slave it to another pc and take all necessary files off?? Or even stick it in an external enclosure and transfer via usb??

If the drive has failed, are files still recoverable??

The Bios seeing the drive doesn't mean that it's good, only that it's getting power and being detected by the motherboard. The hard drive diagnostic will find out if the drive is good or bad.

You can go ahead and try to recovery the data that you need by slaving the or USB method (the slave option would be the fastest).

Once you download the hard drive utility from the manufacturers website you'll use it to create a bootable floppy or bootable CD. You boot to the floppy/cd to run the diagnostic. If it returns any errors the hard drive is corrupt or has failed.

Post back with the make of the hard drive and I'll give you a link to the diagnostic utility.
