RAM Squealing and acting funny

Well recently i came home after a storm and my computer was acting funny it was blackscreening after the Xp start up screen, and then when it finally works my ram like squeals, or at least i think its my ram im not sure, my ram has lights on it to tell me the speed/usuage or whatever and it goes from green to red like over and over and it makes a squealing sound while doing it, im either thinking its the RAM or the graphics card because i was playing counter-strike source today and i used to play it on the highest graphics no lag and now im playing on the lowest and getting HORRIBLE lag, so has anyone heard of any problems like this? and if so how the hell do i fix it!!! oh and i put some more ram in my computer and i'm still having this problem so im leaning twoards a graphics card problem.

possibly your power supply was damaged.

Are you able to do a system restore to a point before the storm, in case some power surge might have changed some drivers or settings???

If not, then clear the CMOS to see if that helps.

turn the computer off
remove the power lead
remove the cmos battery
move the cmos jumper from pins 1 and 2 to pins 2 and 3 then back to pins 1 and 2
reinsert the battery
replug it in and reboot the computer
this will set the bios back to default and you will have to reoptimise it
so make a note of the bios settings before you start
