Transferring memory??

So my old computer is dead/dying. Can rarely turn on (sometimes in safe mode it can). Problem is all my music and work files are saved on it. Is there any way to send all my memory to a new computer, also bringing along all the old settings (users, background, favorites, applications, etc.) that i love and am used to? Thanks tech team.

i dont know what that is and the site u showed me says
"How to take ownership of a folder
Note You must be logged on to the computer with an account that has administrative credentials. "
so now what? can you please tell me step by step?

do a clean install of xp on the new drive
and the log on as administaor
