system pauses

yes, my 800MHz intel celeron comp with xp professional and sp2, always pauses when i try to open more than one program at a time, (media player, file sharing program, explorer, etc). i have to hit ctrl, alt, del, to un pause the system and it lets me continue; when doing this i notice the cpu usage drop all the way down from 100% to 20% or below. i have 446mb of ram and a radeon 9200 ati video card. please help

You will need to make sure your system is clean first, if norton is installed, that has been a culprit in the past,
