Power won't shut off[RESOLVED]

I have HP pavilion 6830, windows XP, 512 memory. about a week ago the following problem started.
When I shut down windows, windows shuts down but the machine will not shut off. I have to turn the computer off manually. Before it would turn off automatically. Is there a place in the control panel to fix this.

Go to Start > Control Panel > Performance and Maintenance > Power Options tab.
Then click APM > Enable Advanced Power Management Support.

Make sure its also enabled in your bios.
