power supply fan rpm increases & slow computer computer

computer is very slow ,there is some problem with power supply fan,its rotating very fast, often show processing 100% in task manager

Make sure the interior of the case is clean and blown free of dust.
Check that the voltage toggle switch [if present] is set correctly on the back of the supply.
Tell us what antivirus/malware programs are installed.

power supply is ok , ithink motherboard is creating problem,computer is very very slow from startup,it takes 15 min. to start & load windows completly, when i start some program it loads in app. 5 minits.there is no anti virus aur other heavy program to slow down computer, windows is also fresh, hard disk is normal & etc.

Get into your bios and check the mode of the hard drive, should be udma and has not fallen into pio mode.
You mentioned there isnt an antivirus program installed?
You better run http://www.pandasoftware.com/activescan/cj/ascan_2.asp to make sure you arent infected.
edit:
Did you check the interior for dust? Check the capacitors on the mainboard for leaking or bulged caps, and give us the full specs including the info on the side of the supply.
