Pc Power Problem

Installed power supply in pc,started it up pc started to check memory and IDE drives then screen went black. Now in order to get any power to pc I have to plug power cord in back of pc .And unplug it to stop it. Power button in front does nothing when pushed even if I hold it for 5 or 6 seconds or more. But pluging it in only starts the fans an lights on MB,an cdrom.I get nothing on monitor.Voltage selecter is set at 115.
