Honestly, I have never seen a situation where cooling specific to RAM has been implemented (and I have worked for enterprise clients with Blade servers that generate a LOT of heat). If cooling is a genuine problem in your circumstance, greater airflow in and out of your case will solve your problem (assuming the air near your computer is sufficiently cool to begin with).

You may consider a drive bay intake fan to bring cool air in and a PCI slot fan to move air out of your case. More expensive water-based cooling products are available, but I would not reccomend these unless you have an extreme heat problem.

All I've seen are heat spreaders that work like small heatsinks. They draw the heat away from the chips and expell it into the case.

Personally, I don't see much need for RAM cooling as they don't get that hot in comparison to other components such as the CPU, GPU, NB and even the SB.

In fact, if you can run DDR2 then you're better off. They run cooler than DDR.
