Don't worry about where this thread is located, just don't make another one. If it becomes neccessary I will move it for you.

Do you know how to get into your BIOS? There is an option in there which allows you to modify your frequency. It defaults to the lowest (mine did the same thing) and you have to manually move it up.

The 2200+ has a bus speed of 133Mhz. You need to set the multiplier to 13.5 in order to get the 1.8Ghz speed that the 2200+ normally runs at.

i do know how to get into the bios, and it wouldnt let me change it, but i think i may just have found the problem.
i get home today to my computer not booting at all... all the symptoms of a dead powersupply, i test it, it works.. im baffled...
I ended up unplugging everything cept 1 hd and it booted fine... obviously im having power supply issues, im going to replace it tomorrow,
im hoping (tho i really have no idea) that the lack of power coming into my system was/is causing my processor to run slower.
Otherwise, i guess ill be back here looking for some ideas:P hehe
or throwing it out my window, my old 1.2gig runs so much nicer. ;)
