My System

Well if you've already swapped in different RAM, CPUs, and hard disks, then you're pretty much down to things like a bad motherboard, a power supply problem, or something mechanical like a bad data or power cable. Since you can't boot Windows you're going to have a hard time figuring it out. You could try tearing the machine down to just the motherboard, one stick of RAM, a video card, and a hard disk and run MemTest86 and a low-level hard disk checker downloaded from the manufacturer of the hard disk. Those are about the only things you can check without Windows. If your motherboard supports it you could also check the voltages from the BIOS. But if the motherboard has gone bad, then you're pretty much are down to a process of elimination by swapping parts. I'd swap in another power supply if you have one.
