Screen Flickers...
I have an annoying problem where my moniter flickers A LOT and sometimes turns tinted red. I tried changing the screen refresh rate but it still doesn't work. My moniter is a ViewSonic Professional Series P810 and set at 1280 by 1024 resolution with 75 hertz refresh rate.

How about trying the opposite ? Raise the refresh rate to 85 or 100. What graphics card are you using ?
Edit: Highest you can go for 1280x1024 is 88hz. The specs call this "flickerfree". About the red tint - like dai suggested - could mean a more serious problem like a bad soldering spot somewhere or a lose connection.

I dont know about that - usually if the monitor cant display a particular refresh rate it starts shutting off or the screen gets all blurry or distorted.
When using a refresh rate of 60hz you can actually see it flickers, i find 70 to be on the edge... from 75 up you might not conciously notice it anymore but they say your eyes will still get "tired" faster on 75-85 than 100+ because even though your brain doesnt register the diffrence - your eyes still do.

Yes basically. Of course the question is can your monitor achieve higher refresh rates on high resolutions.
AND - of course this applies for CRTs only. LCDs are a diffrent story.

I'm using NVIDIA GeForce4 MX 440 (Microsoft Corporation) and I already updated the driver. The screen still flickers sometimes so I think it is the moniter's problem. Should I consider just purchasing a LCD moniter instead?

it usually works out cheaper to buy a new one than to have one fixed these days unless you have a friend in the business
try another monitor on it to check if you get an lcd,before you connect it drop your refresh rate down to the refresh rate of the lcd before you change it over as lcd monitors run at a lower rate than crts
