Need help! Fan issues.

Ok, for the longest time every comp i get does this, i need a SOLUTION NOW. Please, i have went through 3 computers, i need this fixed. My fans keep failing, i know my video card is a good one and pretty high but i am curious, my one just died it was a 250 max and now i have put a 300 max fan in, says it should run fine with this, i also keep my comp on 24/7. Since i have replaced the fan with the 300 one it is now telling me when i boot "Press F2 to boot system" something in that range and saying "System fan failed to start". What am I needing to do, i need this fixed and i hear a lot of heatsinks etc. I just need to know what will keep my fans ok and working fine, my comp is only 8 months old. I am worried it will fail on me once again.
I keep thinking it is my power supply which i think it is. Maybe my video card is asking for too much, i just need a way to fix this. To where my power supplies etc won't keep failing on me. My video card is a Radeon X1650 Series. Maybe it is overheating but i want to make it so it does not, so it runs smooth no matter how long my computer is on or what i do. Thanks all.

Also am i needing a 400 max power supply maybe? Because it is my supplies failing i think, i have replaced with the 300 max but still getting this message as well. The F2 to start

Also maybe in the Catalyst control center somewhere i can lessen the useage is needs perhaps?
