problems with mouse

hi everyone im kinda new to this forum but very familiar with message boards and could use some help with a computer that me wifes uncle gave to us. first of all it is a compaq presario, 700 MHz athlon proc, 64MB ram.
When you turn it on the mouse doesn't work. i go to the "My computer" icon and right click with the keyboard and go to properties and go to device manager. it says the mouse isn't working properly and so i unplug and then remove from system. restart and it says the same thing. so i went and bought a cheap new mouse and it says the same thing. then i tried the one off of another computer and it was a USB plug and it also said the same thing. the first 2 that i tried where ps/2? mouse. does anyone have any ideas. i am fairly knowledgable about computers but not an expert by any means so if you have any questions about what i have tried plz ask as i won't feel that you are insulting me by any means.

this is an odd problem if the USB mouse had the same problem that a PS/2 mouse had.

when you tried the USB mouse, did you install drivers for it?

yes i reinstalled the sofware that came with it and it said that it was installing the driver from the database in windows.
