unable to view images properly

i am not able to view photos online or offline of any kind , they are all
blotched up . I went to control panel and display I only have
16 color , no other colors to choose from , How do I add more
colors to my computer so I can properly see photos online?
I have a micro soft windows 2000 professional
version number 5.0.2195 service pack 1 build 2195...
x86 based pc...my display is a NVIDIA RIVA TNT2 model64
pro32mb..resolution is 640 x 480 x 1 hertz and 4 bits pixel....
is there a free/cheap way to fix this????
any way to fix this

Was the PC ever capable of a higher setting?
Have you tried reinstalling the graphics drivers?
