Not all of monitor is used

I just bought an acer h243h 24" monitor from Fry's today. Anywho, I have this black border around displayed images. I'll be on my desktop or playing a game and things will be working fine but the entire monitor is not being used. There's about an inch border around the boundaries of what I see. I can't even roll my cursor to the outside black space. Anyone know what's wrong?

Here are some pictures of what I'm talking about. Excuse the flash. Without it, you couldn't really see the difference between the monitor's black and the physical black border.

If you read the directions, there should be a way to stretch the screen.
Usually have buttons on the side to do that...Can be tricky with some
monitors..
