Help PC will not start!

Hi All, need a bit of help here,
PC Medion
Problem:
When switching on the PC from the power plug in the wall, the PC emits quick rapid clicking from the speakers, although the front power switch on the front of the PC has not even been pressed yet, also there is a small purple LED that surrounds this button and that flickers in time with the clicking sound.
This has happened before but the clicking slowed down and I was able to switch it on.
Could anybody recognise these symptoms? I want to knowif:
Is it the PSU?
Is it the hard drive?
Is it something else?

You could try a different power supply. Or even a UPS.

You were right, It was the power supply, bought a new one, but broke my hard drive trying to get some documents off it I bought and installed a new hard drive and it works fine now but, my new hard drive is now labled as I: not c: Im not sure about changing this back to C, I have a built in card reader and also dvd and cdrw.
