fan regulators
The case I got had three fans i didnt feel this was enough so i bought two more. They have an area to hook it up to your mobo in case fan 1 and 2 slot. So after I got them in they are loud as ****. Would it help the nooise if i hooked them up to fan reg instead. Because i read a bunch of reviews and everyone said there quiet. Or it there a way to turn them down a little bit because they bother me greatly.

The fan regulators you mentioned do exactly that - they "turn the fans down". With a fan controller you can lower the fans input voltage from 12 to 7 or even 5V. That way they run slower and make a lot less noise.
BUT of course you also limit their ability to push air - so if you run them totally silent they might not be of much use anymore. The best thing to do is using the biggest fans possible - one 120mm fan at whisper quiet 5V can still push more air than 2 80mm fans with 3 times the noise level. So if you can - get bigger fans. Almost any case (sometimes with a little DIY modifying) can hold at least a 120mm fan as an intake in the front. I actually dont buy cases anymore unless they let me put at least one front and exhaust 120mm fan into them.
