power-up problems

I just moved to a new house today and when I hooked my computer and attempted to power it up, I found that the insides lit up for about 1 second, the fans spinning, and then the power just cuts off. To make another attempt to power it up again I must flip the switch on the power supply in the back and leave it off for a few seconds. The problem repeats itself upon reattempting.

My computer is custom built, but my know-how is not too vast beyond just knowing how it is supposed to be hooked up or finding new parts. The computer ran perfectly before the move beyond one minor problem with the video card where it said it wasn't getting sufficient power either. I suspected a short in the card (along the smaller cable you hook in from the power supply) itself but haven't bought a new card yet. I suspect this problem might not be related though, or my suspicions are incorrect, because when that problem did arise I would simply get a message saying the card is not being powered correctly and referring me to check the connections (which are fine, the card probably just needed another second to get powered up because I always would try again and watch it work fine). I can't see the computer just not powering itself if this problem was related.

There computer was well cared for in the short 30minute move, in the front seat with myself in my car, no bumping or anything.

One other thing I observed is occasionally the house's lights will flicker when the clothes dryer turns on or when I flip the power supplies switch back on, could the house itself and its wiring or ______ be to blame?

I don't really know where to start on trouble shooting this problem and any ideas would be helpful.

Further detailed information:
Power supply: 500w ATX by Ultra Xconnect
Video Card: ATI X1600 (some number in that series).
