Issues Powering On

I just built a new PC, specs as follows:

Cooler Master Real Power 450W P/S
MSI Neo2 Platinum Mobo
Athlon 64 3200+
SB Audigy
Hitachi 120GB SATA H.D.
PowerColor 256MB Radeon 9800
1GB Crucial PC3200 RAM
Plextor SATA 12x DVD+/-RW
MSI SATA CDRW/DVD Combo Drive
Cooler Master Praetorian Aluminum Case
WinXP Home
All drivers, BIOS, etc. are up to date.

When the computer works, it works BEAUTIFULLY. But after shutting down, it doesn't like powering back up. Pressing the power button causes the fans and lights to run for a split second, and then nothing. Similar to a car's ignition turning over, but not catching. Once I do that, I have to switch off the power supply, unplug it, plug it back in, switch it back on, and then (usually) the front power button will power it back on.

I am going to try it with my old power supply, and see if any difference is made. Is it possible the power switch leads to the motherboard are reversed? I always thought that kept the machine from powering on at all. Anyone have ANY ideas?
