No post, no monitor meh.

Hello, about a week ago I had an issue with my computer it seemed that each time I powered it down it would not come back up to post or boot. The case fans, gfx fans, cpu fans, and psu fans would all spin. The HDD and DVD/CD rom would all spin but there would be no post and nothing displaying on the monitor. I reseated everything minus the cpu and figured it must have been the psu so I replaced it (a rosewill 650 watt) with a pc power and cooling 500 watt. It worked fine for a week until I powered down again and it would not start back up. I spent hours trouble shooting and reseated everything including the cpu this time and still it just sits like it is in safe mode. I am mentally burnt out at this point so any answers would be great.

Also, I RMA'd the Mobo previously when my original PSU died (Rosewill is a terrible PSU company imo) so I ruled that out and because it was doing it before I ruled out the CPU (which worked fine for a week) as well as the video card and HDD DVD/CD. I used a mem test to check the ram on another computer and it worked fine so I have run out of ideas. No leaking capacitors not real whining of any sort from the disk drives so meh.
