can laptop mouse affect my desktop monitor ?

Hi I am new and only have 1 question

My old laptop is windows 98SE with a packard bell 3 button mouse with scroll wheel optical sensor USB

My new desktop is Vista Home Premium Edition 32 bit with an unbranded USB mouse (infrared) 2 button wih scroller

Both computers are within 2 feet of each other as i am in a small room

The Vista computer works perfect but then crashes and I noticed that as i moved the laptop mouse it seemed to be affecting the vista screen, i mean the crazy colours seem to move a si move the laptop mouse and stop when i stop honestly

The 2 computers are plugged into the same 4 way adapter socket when i have them both on at the same time

My question is can the laptop mouse be the problem that is causing my new vista EI SYSTEMS and monitor to crash?
