Mouse cursor Issue

I'm not sure if this is a mouse issue or a pc issue.

For the past few months, my mouse cursor will freeze on the screen. The buttons still work, but I can't scroll up or down or move the cursor at all.

When this first started happening, I would reset the computer and it would start working again. Then I realized that I could unplug and plug the mouse back in, and the mouse would start responding again. Now, when I unplug and replug the mouse, the computer automatically resets. At first it would reset and the computer would come back on, but last night it started giving errors when it reset. It would bring up the windows shut down unexpectedly message- if I click start windows normally, it tries to start, then flashes a blue screen so fast I can't read it, and immediately reboots. It stays stuck in that cycle. If I select last known configuration that worked, the computer boots up normally. It's really frustrating, and it seems over the past few weeks the problem has gotten worse.

I'm running an AMD Athlon MP 1.10 ghz with 1 gig ram, windows XP SP2 USB mouse, tried two different ones, always does the same thing, mouses work fine on other computers, one of them is brand new. I've run it with out the mouse software that came with the mouse, and then I installed the software, still same issues. Also, the USB ports on this computer don't work for some reason, so I put in a PCI USB card, so I can run all my devices. I don't know if that matters, just trying to add all the info I can think of.

Please help, this problem is driving me nuts, and now, I'm afraid my computer is about to be fried because of it!
